Poll Reveals “Toss Up” Status Could be Coming to PA 10th

Polls finds three-term Congressman Perry with only a slim 45-41 lead over Veteran and Pastor George Scott

Harrisburg, PA – A poll of 654 likely voters in Pennsylvania’s new Tenth Congressional District, conducted June 8-10, by Public Policy Polling (PPP), reveals that Congressman Scott Perry will likely face a tough re-election campaign against newly chosen Democratic challenger, veteran and pastor George Scott.

George Scott already sits in a strong position to potentially unseat three-term incumbent Congressman Scott Perry in the newly redrawn 10thDistrict. The poll found Scott Perry’s lead in the race is already in the single digits. If the election were held today, 45% would choose Republican Scott Perry, 41% would choose Democrat George Scott. 14% are undecided.

With regards to the favorability question on Rep. Perry, 33% said that had a favorable view of him, while 36% had an unfavorable view of the third-term Congressman.  31% were not sure.

Jim Williams, Polling Analyst with PPP stated, “Scott Perry is underwater on favorability and in a direct match-up with George Scott, this poll is within the margin of error.” (The margin of error is +/- 4.1%).

“I am excited by these initial results, but I recognize we have a lot of work ahead of us. We are already bringing our campaign to Republicans, Independents, and Democrats who want a different approach in Congress. We are talking about the challenges we all face, and how we can get Washington, DC back to work for the people of this district,” said George Scott.

The poll also found in the newly redrawn 10thDistrict, President Donald Trump has a 49% job approval rating, while 48% disapprove of his job performance. The president won the district as it is drawn today by more than nine points in 2016.

George Scott had a Favorable rating of 20% and an unfavorable of 17%, with 62% not sure or don’t know. Williams commented on this point by saying, “George Scott has a lot of running room before November.  With over 60% essentially not knowing him well, he is still at 41% in a head-to-head matchup.”

“This poll confirms for us what we believed all along: George Scott posssesses the experience, demeanor, and values that residents of Central Pennsylvania want to see representing them in Congress,” said Michael Fedor, Communications Director for the Scott campaign. “Scott Perry has been in Congress for nearly six years, and his constituents are seeing that he is part of the problem in DC – where nothing gets done except fund-raising and partisan bickering.”

The new Pennsylvania 10th District encompasses all of Dauphin County (home of the State Capitol, Harrisburg), and signficant portions of Cumberland County (including the city of Carlisle) and York County (including the City of York). The new district lines came into being after the Pennsylvania Supreme Court determined that Republicans had over-stepped and drawn the congressional lines after the 2010 census in an overtly partisan manner.

George Scott was raised on a cattle farm just 40 miles southwest of Harrisburg in South Central Pennsylvania. He served on active duty in the U.S. Army, from which he retired as a Lieutenant Colonel. His service included combat duty and involvement in Operations Just Cause, Desert Shield, Desert Storm, and Enduring Freedom, as well as disaster relief operations. Today, he is an ordained Lutheran minister on leave from his congregation in East Berlin to pursue a new call to service: to offer more compassionate and responsible leadership in Congress. He holds degrees from Georgetown University, the National Intelligence University, and the Lutheran Theological Seminary at Gettysburg. George is a husband and father, living in Dillsburg, Pennsylvania.

Republican, Former PA State Rep. Steve Nickol Endorses George Scott for Congress

Lawmaker who donated to Perry’s campaign in 2012 now blasts incumbent as “cold-hearted ultra-conservative”

October 9–York, PA. The following endorsement by Steve Nickol was published today in the York Daily Record.

###

For 18 years, I represented parts of York County in the Pennsylvania House of Representatives as an elected Republican. For a portion of that time, I served with Scott Perry. We were both members of the Republican Caucus. When Mr. Perry decided to run for Congress in 2012, I donated to his campaign.

Today, I am proud to announce my endorsement of George Scott, Mr. Perry’s opponent, in the race for Pennsylvania’s 10th Congressional District.

Since leaving office, I have generally remained silent on political matters. I have not publicly endorsed candidates. This race is different. In this race, voters have a clear choice. I live in the newly drawn 10th District. I believe that, with new lines, should come new representation—and I want George Scott to be my congressman.

When I supported Mr. Perry’s run for Congress in 2012, I did so in hopes that he would represent South Central Pennsylvania in the tradition of former representatives Bill Goodling and Todd Platts. I hoped that he would be a bipartisan champion who worked in the best interest of his constituents. Since that time, I have watched in disappointment as Mr. Perry has repeatedly aligned himself with the Freedom Caucus, the most hyper-partisan faction in Congress.

When the U.S. House passed Medicare in 1965, a majority of Democrats and Republicans supported it. In 2014, Mr. Perry voted for a budget resolution that contained a proposal to privatize Medicare. The National Committee to Preserve Social Security and Medicare stated that the plan “would end traditional Medicare, make it harder for seniors to choose their own doctors, and increase health care costs for both current and future retirees.” Rep. Platts voted against a similar proposal in 2012.

Renewing the Violence against Women Act is a historically bipartisan measure that was supported by both Rep. Goodling and Rep. Platts during their respective times in office. In 2013, Mr. Perry voted against renewing the Violence against Women ActOn Mother’s Day of 2017, Mr. Perry announced that he was opposed to classifying maternal care as an essential health benefit for insurance purposes, as required under existing law, because he was personally finished having children.

Large majorities of Democrats, Republicans, and independents support requiring health insurance companies to provide coverage for people with pre-existing conditions, as is the case under current law. While many Republicans favored a “repeal and replace” strategy with respect to the Affordable Care Act, Mr. Perry co-sponsored and voted for two bills that would have repealed the ACA entirely and not replaced it with anything. In doing so, Mr. Perry voted to allow insurance companies to deny coverage to people with pre-existing conditions, first in 2013 and again in 2015.

Mr. Perry has failed to demonstrate bipartisanship on these critically important issues of public policy, purportedly in the name of “conservatism.” As a former elected Republican, I take great issue with this characterization. These policy positions are not conservative. They are cold-hearted.

Perhaps even more troubling is Mr. Perry’s penchant for conspiracy theories and making statements that defy clearly established facts.

After last year’s tragic mass shooting in Las Vegas, Mr. Perry alleged that ISIS was responsible for the attack even though law enforcement authorities had concluded that the shooter was an Iowa-born man with no ISIS connection. On national television, he erroneously stated that no one was dying in Puerto Rico after Hurricane Maria despite overwhelming evidence to the contrary. During a town hall event in 2017, he incorrectly claimed that trees cause pollution.

Mr. Perry’s actions and words on these issues are not conservative. They are damaging to reasonable public discourse. Mr. Perry spends too much time promoting baseless conspiracy theories and Freedom Caucus hyper-partisanship and too little time addressing the real challenges that people are facing every day. Certain policy issues should transcend partisan division.

Now locked in a close race, Mr. Perry has recently decided to start claiming that he is a supporter of health care protections, seniors and bipartisanship. Do not be fooled by this last-minute political expediency. His voting record and past public comments are clearly established facts.

George Scott understands the need for bipartisan solutions. He has spent a lifetime in public service as a battalion commander in the U.S. Army and as a Lutheran pastor in his local community. He is a leader who has solved vital problems for decades.

George is a reformer and an independent voice who cannot be bought. Like Rep. Platts before him, George does not accept a cent of corporate PAC money. In Congress, his first and only loyalty will be to the voters of the 10th District.

I support George Scott wholeheartedly. He has the integrity and compassion to be a champion for the people of the 10th District.

VOTEVETS ENDORSES GEORGE SCOTT FOR CONGRESS

DAUPHIN COUNTY, PA – VoteVets PAC, a national group of veterans, representing over 550,000 veterans, military families and civilians supporters, is today endorsing George Scott for Congress.

“George Scott is inspiring people of central Pennsylvania, and for good reason.  He’s a man of integrity, strength, and leadership, whose experience and perspective is sorely needed in Washington, right now,” said Patrick Murphy, Iraq War veteran, former Congressman, and VoteVets senior adviser. “George is a man whose life has been about serving others, whether in uniform, or in the church.  That kind of servant-leader is why he will make an extraordinary Congressman. We’re proud to endorse him.”

According to his biography, George Scott served in both the CIA and the U.S. Army and for over 20 years, serving our nation in both peace and war. He was deployed for Operations Just Cause, Desert Shield, Desert Storm, and Enduring Freedom. After commanding a battalion of 1,800 soldiers, he retired from the Army as a lieutenant colonel.

Founded in 2006, the mission of VoteVets.org Political Action Committee is to elect Veterans to public office, with a focus on Iraq and Afghanistan veterans, and hold public officials accountable for their words and actions that impact America’s 21st century troops and veterans. George Scott Releases Statement on Kavanaugh Nomination

September 29—Harrisburg, PA

It takes great courage for any woman to come forward about sexual assault. What Dr. Blasey Ford did on September 27 was inspiring. As a result, so many women have come forward with their own statements about assaults they endured. We must believe the women that come forward. We must hear them, see them and support them.

These powerful stories put into public view and others shared privately with family and friends, are one way that we can eradicate sexual assault. The voices that speak up are opening the doors to conversations that have previously been silenced out of fear. As a society we must talk about this vital concern, an issue that has been swept under the rug by leaders of all types in our nation for far too long.

I am appreciative that Senators Flake and Coons broke through partisanship to find a way to make sure that everyone who has a statement regarding any potential incident is heard, and for Judge Kavanaugh to have a proper avenue to respond. As a former intelligence officer, I am confident that the FBI will do a thorough investigation of matter and report their findings to the U.S. Senate.

However, during the September 27 hearing, it became evident to me that despite his qualifications, Judge Kavanaugh showed significant volatility and political bias. Earlier in September, he stated that it was important for judges to be impartial and unbiased. Judge Kavanaugh’s emotional responses at the hearing have caused me to question his long-term suitability for the court.

There are too many questions about Judge Kavanaugh’s background and behavior and too much partisan combativeness. He does not have the judicial temperament required to serve on our nation’s highest court.

Our nation, as well as the court system, would benefit if the Trump Administration would withdraw Judge Kavanaugh’s nomination and submit another qualified candidate in his place.

Prominent Republican Retired State Senator Pat Vance Backs George Scott for Congress

HARRISBURG, Nov. 1 – Republicans from across the 10th Congressional District stood side-by-side and in support of George Scott today as the best candidate to serve the needs of Cumberland, Dauphin and York county residents in Congress.

George was also joined by former Republican state lawmaker Steve Nickol, who last month strongly endorsed George for Congress because he has the integrity and compassion to be a champion for the people of the 10th District. Nickol, who served with Scott Perry in the Pennsylvania legislature, previously supported and donated to his campaigns.  (TV ad endorsing George)

In addition, Nickol announced an official endorsement of George Scott by one of the mid-state’s longest-serving state senators, Pat Vance, who retired on Nov. 30, 2016. Vance also previously served with and supported Perry for office.

“Senator Vance served the people of Cumberland County with honor and distinction,” said George. “She was a strong and effective advocate over the years for groups like domestic violence victims, the elderly, and those suffering from disabilities. It is a privilege to receive her endorsement, and it is my hope to follow her example of bipartisanship and civility in Congress.”

The text of the endorsement reads:

“Much thought has been given in making my decision about who should represent our community in the new 10th Congressional District. As a registered nurse long active in healthcare issues, it appears the voices of professionals really need to be heard, especially on the subject of pre-existing conditions. We need to realize that people with pre-existing conditions have them through no fault of their own and it is cruel to allow their health to be affected because they cannot get insurance.

Dropping the requirement that insurance policies cover maternal care is also very troublesome just because someone might not need it personally. It is a benefit to our entire community that pregnant women and the child they are carrying have insurance that provides proper care. It was not too many years ago that many insurance companies refused to cover maternal care because pregnancy was considered a pre-existing condition.

During my time in the legislature, I served on the Health committees, and in the Senate was first Chair of the Aging Committee and later as Chair of the Health and Human Services Committee. I have paid intense attention to all issues involving insurance, aging and healthcare. Words do matter and so do votes cast by our elected officials. Party allegiance cannot take precedence over peoples’ healthcare needs. I was always fond of saying that courage in politics is a very rare commodity – now is the time to stand up for people’s healthcare needs. For that reason, I will be voting for George Scott to represent the new 10th Congressional District.”

International Union of Operating Engineers Endorses George Scott for Congress

July 25, 2018 – George Scott, Democratic nominee for Congress in the 10th Congressional District, has announced he has been endorsed by the nationwide International Union of Operating Engineers (IUOE) as well as the IOUE Local 542, which represent over 6,000 individuals and workers within our local communities. Throughout his campaign for Congress, George has been a strong proponent of allowing more of our workforce to unionize. Inevitably, this will bring about better wages and working conditions within our local communities.

“I am honored and humbled to have received the IUOE’s endorsement as our campaign continues to gain grassroots momentum. I will continue to stand with our union brothers and sisters to make sure working families are not forgotten in this new global economy,” he said.

Founded in 1896, the IUOE is a diversified trade union that represents operating engineers who work as heavy equipment operators, mechanics, and surveyors in the construction industry, and stationary engineers, who work in operations and maintenance in building and industrial complexes.

“The IUOE has been a driving force for U.S. commerce and our overall economy in the private and public sectors for decades. Their work and mission creates our infrastructure that moves our economy forward. From bridges to highways to pipelines, the IUOE and its members are the backbone of American progress. That’s why I stand alongside the IUOE,” said George Scott.

“We know that George is the proven progressive fighter for the values of working families, and that’s why we support his candidacy,” said Robert Heenan, Business Manager & General Vice President for IUOE Local 542.

As George meets with citizens throughout the 10th Congressional District, he continues to tout his support for expanding skilled training, rigorous workplace protections, and retirement security for middle-class working families. He added, “The labor unions that support working families are an important part of our region’s history, and a crucial component of our future as we seek to bring new and sustainable jobs to our communities.”
