Affordable, High Quality Health Care Improving access for every American

In Congress, I will support policies to ensure health care coverage for all Americans that is both affordable and accessible. In the long term, this will likely mean moving toward a single-payer health care model. However, we can take immediate steps that build on our existing healthcare infrastructure to ensure improved health care access and affordability in the short-term. To do this, Congress must work to strengthen the ACA, not to sabotage it.

First, Congress needs to reinstate the Affordable Care Act’s individual mandate and cost-sharing reduction subsidies, both of which have been unwisely discontinued under the current administration. Repealing the individual mandate has encouraged some younger and healthier individuals to stop paying for health insurance. Removing these individuals from our health care insurance risk pools has led to higher premiums for those who are still insured.

Second, the current administration’s elimination of the cost-sharing reduction subsidies—which had been used in order to decrease out-of-pocket costs such as co-payments and deductibles—has unnecessarily raised health care costs for working men and women across the country. Those subsidies should be restored, at least for the short-term.

Third, Congress should add a Medicare buy-in option to all ACA health care exchanges. Private health insurance administrative costs typically account for 15–20% of premiums, while Medicare’s administrative costs are in the neighborhood of only 3–5%. It is time we allow individuals under the age of 65 to purchase Medicare through the ACA’s health care exchanges so that these savings can be passed along to millions of hardworking Americans in the form of lower premiums.

In addition to strengthening the ACA, we urgently need to address the crisis of opioid addiction that is ravaging our families and communities. It is a public health crisis which claims more lives with each passing year. Our federal government, leveraging the Centers for Disease Control, must work with state and local governments to identify better ways to prevent and treat such addictions. Law enforcement at all levels must interdict networks that produce and distribute these deadly drugs. Finally, health care providers and pharmaceutical companies must reduce access to opioids prescribed legally, seeking non-addictive alternatives for pain management.

Poll Reveals “Toss Up” Status Could be Coming to PA 10th

Polls finds three-term Congressman Perry with only a slim 45-41 lead over Veteran and Pastor George Scott

Harrisburg, PA – A poll of 654 likely voters in Pennsylvania’s new Tenth Congressional District, conducted June 8-10, by Public Policy Polling (PPP), reveals that Congressman Scott Perry will likely face a tough re-election campaign against newly chosen Democratic challenger, veteran and pastor George Scott.

George Scott already sits in a strong position to potentially unseat three-term incumbent Congressman Scott Perry in the newly redrawn 10thDistrict. The poll found Scott Perry’s lead in the race is already in the single digits. If the election were held today, 45% would choose Republican Scott Perry, 41% would choose Democrat George Scott. 14% are undecided.

With regards to the favorability question on Rep. Perry, 33% said that had a favorable view of him, while 36% had an unfavorable view of the third-term Congressman.  31% were not sure.

Jim Williams, Polling Analyst with PPP stated, “Scott Perry is underwater on favorability and in a direct match-up with George Scott, this poll is within the margin of error.” (The margin of error is +/- 4.1%).

“I am excited by these initial results, but I recognize we have a lot of work ahead of us. We are already bringing our campaign to Republicans, Independents, and Democrats who want a different approach in Congress. We are talking about the challenges we all face, and how we can get Washington, DC back to work for the people of this district,” said George Scott.

The poll also found in the newly redrawn 10thDistrict, President Donald Trump has a 49% job approval rating, while 48% disapprove of his job performance. The president won the district as it is drawn today by more than nine points in 2016.

George Scott had a Favorable rating of 20% and an unfavorable of 17%, with 62% not sure or don’t know. Williams commented on this point by saying, “George Scott has a lot of running room before November.  With over 60% essentially not knowing him well, he is still at 41% in a head-to-head matchup.”

“This poll confirms for us what we believed all along: George Scott posssesses the experience, demeanor, and values that residents of Central Pennsylvania want to see representing them in Congress,” said Michael Fedor, Communications Director for the Scott campaign. “Scott Perry has been in Congress for nearly six years, and his constituents are seeing that he is part of the problem in DC – where nothing gets done except fund-raising and partisan bickering.”

The new Pennsylvania 10th District encompasses all of Dauphin County (home of the State Capitol, Harrisburg), and signficant portions of Cumberland County (including the city of Carlisle) and York County (including the City of York). The new district lines came into being after the Pennsylvania Supreme Court determined that Republicans had over-stepped and drawn the congressional lines after the 2010 census in an overtly partisan manner.

George Scott was raised on a cattle farm just 40 miles southwest of Harrisburg in South Central Pennsylvania. He served on active duty in the U.S. Army, from which he retired as a Lieutenant Colonel. His service included combat duty and involvement in Operations Just Cause, Desert Shield, Desert Storm, and Enduring Freedom, as well as disaster relief operations. Today, he is an ordained Lutheran minister on leave from his congregation in East Berlin to pursue a new call to service: to offer more compassionate and responsible leadership in Congress. He holds degrees from Georgetown University, the National Intelligence University, and the Lutheran Theological Seminary at Gettysburg. George is a husband and father, living in Dillsburg, Pennsylvania.

George Scott Releases Statement on Kavanaugh Nomination

September 29—Harrisburg, PA

It takes great courage for any woman to come forward about sexual assault. What Dr. Blasey Ford did on September 27 was inspiring. As a result, so many women have come forward with their own statements about assaults they endured. We must believe the women that come forward. We must hear them, see them and support them.

These powerful stories put into public view and others shared privately with family and friends, are one way that we can eradicate sexual assault. The voices that speak up are opening the doors to conversations that have previously been silenced out of fear. As a society we must talk about this vital concern, an issue that has been swept under the rug by leaders of all types in our nation for far too long.

I am appreciative that Senators Flake and Coons broke through partisanship to find a way to make sure that everyone who has a statement regarding any potential incident is heard, and for Judge Kavanaugh to have a proper avenue to respond. As a former intelligence officer, I am confident that the FBI will do a thorough investigation of matter and report their findings to the U.S. Senate.

However, during the September 27 hearing, it became evident to me that despite his qualifications, Judge Kavanaugh showed significant volatility and political bias. Earlier in September, he stated that it was important for judges to be impartial and unbiased. Judge Kavanaugh’s emotional responses at the hearing have caused me to question his long-term suitability for the court.

There are too many questions about Judge Kavanaugh’s background and behavior and too much partisan combativeness. He does not have the judicial temperament required to serve on our nation’s highest court.

Our nation, as well as the court system, would benefit if the Trump Administration would withdraw Judge Kavanaugh’s nomination and submit another qualified candidate in his place.

International Union of Operating Engineers Endorses George Scott for Congress

July 25, 2018 – George Scott, Democratic nominee for Congress in the 10th Congressional District, has announced he has been endorsed by the nationwide International Union of Operating Engineers (IUOE) as well as the IOUE Local 542, which represent over 6,000 individuals and workers within our local communities. Throughout his campaign for Congress, George has been a strong proponent of allowing more of our workforce to unionize. Inevitably, this will bring about better wages and working conditions within our local communities.

“I am honored and humbled to have received the IUOE’s endorsement as our campaign continues to gain grassroots momentum. I will continue to stand with our union brothers and sisters to make sure working families are not forgotten in this new global economy,” he said.

Founded in 1896, the IUOE is a diversified trade union that represents operating engineers who work as heavy equipment operators, mechanics, and surveyors in the construction industry, and stationary engineers, who work in operations and maintenance in building and industrial complexes.
